Rosa Scarcelli is President and Owner of Stanford Management, LLC based in Portland, Maine. She currently manages 80 affordable housing complexes in Maine and Pennsylvania and continues to grow Stanford’s affordable housing portfolio. Stanford Management is a national leader in affordable housing. Ms. Scarcelli’s career began in 1992 with a focus on real estate development, investment and asset management. Since then she has become successful in managing and developing quality affordable housing. She has also been recognized for her restoration and reuse of historically significant properties, neighborhood revitalizations, and involvement in downtown reinvestment. She has a track record in debt restructuring, asset management, start-ups, turn around, and strategic growth. Rosa is well known for her creativity, leadership and expertise in public/private partnerships. Ms. Scarcelli’s extensive development experience includes both new construction and adaptive reuse of historic properties for residential, commercial, and retail uses. She has managed the development of over $750 million in assets located throughout the Northeast and Midwest. In the course of developing these properties Ms. Scarcelli has worked with state agencies to secure tax credits, large financing institutions for conventional debt, and institutional investors. Ms. Scarcelli is passionate about being of service, learning new things, yoga, reading and her family.

Thom Rhoads is an accomplished professional with diverse business experience. As the Vice President for Stanford Management, he is able to merge his passion for excellence, team building, and business development in support of an outstanding Leadership Team. Thom began his career in real estate management in 1990 eventually moving into affordable and historic tax-credit multifamily residential development and then on to the leadership team at Stanford Management in 2012. Along the way, he has made career stops in the music business as an audio engineer on numerous gold and multi-platinum recordings, a financial advisor to high-net-worth clients in the private banking division of a major Wall Street firm, as an independent Certified Financial Planner, and as an entrepreneur. He has worked as a business consultant to real estate and financial services companies, and recently helped found a US based fashion design, manufacturing and retail brand based in Portland, Maine. He is especially passionate about family, great food, music, boating, skiing and personal growth. Thom lives in Portland with his wife and three teenage children.

Tina is originally from a small town in Northern Maine nestled in between Fort Kent and Eagle Lake in Northern Aroostook County called Wallagrass. Tina joined the Finance team at Stanford Management in December of 2020 and continues to learn and explore the affordable housing world. She has over three decades of experience and knowledge related to general ledger, reconciliations, budgeting, treasury management, financial statements, reporting, accounts payable, accounts receivable, job costing, HR, benefits, and payroll. Tina is especially passionate about family, outdoor activities including hiking, biking, and kayaking.

Cindy Turnbull Cindy is a lifelong resident of Western Pa. She joined the Stanford Management team in 1995 where she began her career as a Property Manager, Property Maintenance and Cleaning. Over the last 30 years Cindy has transitioned her position as the Director of Compliance and Management. Cindy oversees 48 properties while supervising all Property Managers and Maintenance Technicians. Cindy is the company liaison with HUD, Contract Administrators and Rural Development to ensure a positive working relationship throughout Rural American Management. As a Compliance Manager she manages day-to-day operations, coordinates maintenance and repairs, manages ledgers, problem solves, handles personnel and public relations and ensures compliance with federal, state and local housing regulations. Cindy plays a vital role on the Leadership and Operations Team. She ensures that the company’s core values of excellence, efficiency, teamwork, service and communication are maintained at the highest level. In Cindy’s free time she loves spending time with family, especially her daughter, son-in-law and 2 grandchildren. Cindy is also very passionate about mowing her lawn.
